The ads related to job hiring in the school reflect systematic bias against women. Critics contend that schools are giving preference to certain demographics over others.

The point to be underlined here is widows or divorcees without encumbrances. The phrase refers to the women who lost their spouses through death (widows) or are legally separated (divorcees). Here without encumbrances indicate they should not have any burden that can hinder their work.
