In 17th-century India, bazaars were usually built in open air. Inspired by covered arcades in West Asia and Peshawar, Shah Jahan commissioned Mukarmat Khan to build a similar covered market in the Red Fort. The design was a big change for Indian bazars, making it suitable for Delhis hot weather.

During Shahjahans era, the bazaar focused on luxury goods like silk, brocades, velvets, gold and silverware along with jewelery and gems, serving the royal families.

Shah Jahan probably decided to position Chhatta Bazaar at the main entrance of the fort to display the culture, wealth, craftsmanship, and achievements of the Mughal Empire.
