    70% of Prisoners in India are Under trials, can’t Afford Bail

    Imprisonment remains one of the harshest punishments an individual can endure. For many undertrial prisoners in India, their time in jail extends far beyond their expected duration simply because they cannot afford bail. A recent report has revealed that approximately 70% of prisoners in India fall into this category, highlighting a dire situation where individuals, despite being legally entitled to bail, remain incarcerated due to financial constraints. This predicament not only prolongs their suffering but also overburdens the already crowded prison system.

    The Economic Burden of Housing Undertrial Prisoners

    One of the most concerning aspects of this issue is the financial disparity between the cost of keeping prisoners in jail and the amount needed for their bail. The panel conducting the study found that state prison administrations spend significantly more on housing these prisoners than it would take to release them. Recognizing this, the report suggested that states and Union Territories (UTs) should establish dedicated funds to assist indigent prisoners in paying fines and securing their release. Andhra Pradesh has already implemented such an initiative called ‘Cheyutha Nidhi,’ serving as a model for other states to follow.

    Addressing Drug Smuggling with Surveillance Technology

    Another alarming concern raised by the report is the increasing problem of drug smuggling into prisons. The presence of narcotics within correctional facilities not only exacerbates addiction issues but also contributes to criminal activities within prison walls. To combat this, the panel recommended multi-layered security measures, such as:

    • Deploying X-ray scanners and other detection devices at entry points
    • Conducting thorough physical searches of visitors and inmates
    • Implementing rehabilitation programs, like Assam’s Opioid Substitute Therapy (OST), to help prisoners overcome substance dependence

    By incorporating these measures, authorities can significantly curb the illegal entry of drugs and ensure a safer prison environment.

    Smuggling Methods: ‘Ganja, Phones, and Catapults’

    The panel also shed light on the startling methods used to smuggle contraband, including mobile phones and drugs, into jails. A particularly unusual yet effective technique observed in Tamil Nadu involved the use of catapults to launch items over prison walls. The availability of mobile phones inside jails has been especially concerning, as inmates have been found using them to coordinate criminal activities outside, further escalating gang rivalries and security breaches.

    To address these challenges, the committee recommended stricter frisking measures for prison staff and visitors to curb corruption and prevent the smuggling of contraband. By tightening security protocols, prison authorities can minimize the risk of illegal activities and enhance overall safety within correctional facilities.

    Can Technology Reduce Crime in Prisons?

    With the increasing use of technology in law enforcement, the panel emphasized the potential of digital solutions in improving prison administration. One of the key recommendations was the introduction of e-Mulakat—a virtual meeting system that allows prisoners to interact with their families via video conferencing. This initiative aims to reduce the frequency of physical visits, thereby limiting opportunities for contraband smuggling.

    Additionally, the committee urged authorities to explore other technological interventions such as electronic monitoring of inmates, improved surveillance systems, and digital record-keeping to streamline prison operations. By leveraging these advancements, prison management can become more efficient and secure
